Danladi Yakubu Balutu was born on 21 May 1953 in Karim-Lamido, a metropolitan local government area of Taraba state.
In 1960, he started his journey into the world of academics at Sudan United Mission Primary school, Jen where he completed and obtained the First School Leaving Certificate in 1965.
For the fulfilment of his fervid quest for education, the young, but zealous Danladi Yakubu Balutu got enrolled into Government Secondary School (GMMC), Yola for his secondary school education from the year 1966 to 1970.
He then proceeded to the then Advanced Teachers' College which was in affiliation to Ahmadu Bello University, Zaria to obtain the Nigerian Certificate of Education (NCE) from 1973 to 1976. Upon the completion of his course, in 1997, he got admitted into Ahmadu Bello University, Zaria for a Degree program where he flown his kite so high and graduated with a Bachelor of Education, Science Education (B.Ed) in 1980.
In accelerating this ladder of educational qualification, he went back to the reputable University of Jos from 1981 to 1983 to obtain his Master of Education, Science Education (M.Ed).
For the purpose of acquainting himself with the necessary capacity to deliver effectively and efficiently in the spheres of his career endeavors, he went in furtherance to Kings College, London, United Kingdom for a Certificate in Integrated Science and also in Federal University of Technology Owerri (FUTO) 2001 to 2003, he bagged a master and crowned a Master of Public Administration (MPA).
To certified himself as an approved academic sage, he got a Doctor of Philosophy (P.Hd) Admin in 2005 at Our Savior University of America, NewYork, United States of America.
He is as well, a renowned holder of Master Divinity (M.Div) which he obtained in 2008 at the Theological College of Northern Nigeria (TCNN), Bukuru, Jos, Plateau State.
Danladi Yakubu Balutu tremendous performance in public service began in 1971 at Muhammed Tukur Primary school where he held the post of a Classroom Teacher. Afterwards, due to his academic growth and dedication to service, he was made a Vice Principal at Gongola State Government in 1977 where he also rose to the position of the school's Principal in 1981.
Before his conversion to personnel Cadre in full activeness to civil service In 1992, he held various sensitive academic roles in College of Education, Hong as a Head of Department and Deanery from 1988 –1992.
He served on the board of many managerial positions due to his immense contribution to the growth, development and the enhancement of service delivery as a civil servant. These positions cut across a favourable numbers of Directorial and Secretarial functions. To mention but a few, in the helms of affairs as a Director, he handled with gross dexterity in the capacitated office of the Local Government Service Commission a directorial role of Planning, Research and Statistics.
In continuation of his role as a Director, he was made to oversee in the office of Secretary to the State Government’s Office as a Director Political; Director of Internal Affairs; Director Planning, Research, and Statistics; and Director of Administration and Finance on two consecutive terms.
His ability to foster learning agility through practice, experience, and effort made him to ascend the ladder in other to oversee secretarial functions at various offices across the state: Office of The Executive Governor; Ministry of Health; Ministry of Local Government and Chieftaincy Affairs; Home Affairs and Security Service; Taraba Agricultural Produce Marketing Agency; House of Assembly Service Commission where he retired on August 2012 after the completion of 35 years statutory service. On the 9 of December 2012, he was ordained a clergy of the United Methodist Church.
He was appointed the Executive Chairman Taraba State UBE from 2013 to 2014. He is till date serving as a Registrar at Peacock College of Education.
Danladi Yakubu Balutu, even after retirement continued the disbursement of his magnificent prowess while charting the course of organizations and institutions. He was the secretary at the Review Committee on Creation of Districts, Taraba State ( AD-HOC); Administrative Committee on Chieftaincy Disputes at Dan Anacha, Bali LGA (AD-HOC); Secretary Administrative Panel of Investigation on the Chieftaincy Problem in mambilla Plateau, Sardauna LGA (AD-HOC); a standing Secretary at Taraba State Consumer Protection Committee; a standing Secretary at Taraba State Emergency Relief Committee; a standing Secretary at Taraba State Peace Committee; a standing Secretary at Taraba State Committee Prerogative of Mercy; a standing Secretary at Taraba State Committee on Merit Award; a standing Secretary at Taraba State Committee on Resettlement of Displaced Persons on the Mambilla Plateau; a standing Secretary at National Committee on Curriculum Development (Science) For Nomadic Education.
His rise to stardom after retirement in the affairs of running a secretarial role also include: Secretary of Integrated Science Curriculum Development (NCCE), Zaria; Secretary at Taraba State Panel of Investigation on Assault of Top Government Officials at Wukari ( AD-HOC).
On a larger stretch of his ability to mediate effectively, he was made the Chairman Committee on Verification of Government Vehicles in Taraba State, Secretary Committee on Repairs of Government Vehicles Taraba State, Pioneer Director Federal character Commission Taraba State.
Through his ability to reinforces the importance of honesty and integrity to leaders at various levels. he has made countless other significant roles as a Secretary Committee on Kuteb – Jukun Crisis in Takum LGA (AD-HOC); Board Chairman, United Methodist church Cathedral Jalingo; Coordinator, Peace Committee of the United Methodist church; Coordinator, National Forum of Jenjo Ministers (Pastors); and Chairman Board of Ordained Ministers UMCN, Southern Nigeria Annual Conference.
His knowledge driven prospect made him to explore the cultural and educational heritage of different countries of the world:England, Kenya, Congo, France; South Africa; Cameroon; Germany; Uganda; Zimbabwe; USA; Ghana; Niger; Scotland; Cote D’Ivoire; Benin Republic; Israel; Sierra Leone; Egypt; and Liberia. These visits were all for a sojourn to cultural, academic, and religious upliftment.
In his contribution to the advancement of knowledge, he has Published and Authored several Papers and books in Science Education, Social Science, Administration, History, Culture and Tradition of the Jenjo and Theology.
He has attended and Participated in over 40 Seminars, workshops and Trainings at the National and International Levels.
His innate character as an outgoing person has built him substantive hobbies like Scouting and Football. He also enjoys exploring the details of Current Affairs for national and international consciousness.
Danladi Balutu is happily married and blessed with five (5) children.
